He stated a "great change" would be made to deter war and urged commanders to increase their "outlook on the arch enemy," referring to South Korea. These plans, potentially influenced by Russia's war in Ukraine, come amid strained relations with South Korea, which has repeatedly offered dialogue. The meeting occurred on the same day North Korea's women's football team arrived in South Korea, the first such visit in eight years.
