Kandel has been in Birgunj for 10 days without being allowed to mark attendance, while Mayor Rajeshman Singh accuses Kandel of delaying his arrival. The Ministry of Land Management, Cooperatives, Federal Affairs, and General Administration is coordinating to resolve the situation, as administrative and financial works have been halted.
