The National Human Rights Commission (NHRC) of Nepal has published a report identifying key figures involved in the violent Gen Z protests of September 2025. The NHRC's investigation, led by Commissioner Dr. Lily Thapa, concluded that former Prime Minister KP Sharma Oli, former Home Minister Ramesh Lekhak, and former Minister Prithvi Subba Gurung committed human rights violations during the protests. The report also indicates that Sudan Gurung of Hami Nepal took leadership of the crowd, escalating the protest into a violent clash with security forces.
