The National Human Rights Commission (NHRC) has recommended investigations into former Prime Minister Sushila Karki, filmmaker Nischal Basnet, vlogger Sisan Baniya, businessman Durga Prasai, and the TOB biker group for their alleged roles in inciting violence during the Gen Z protests. The commission's report suggests these individuals and groups may have contributed to disturbances in public peace and order, and caused human and physical damages.

The National Human Rights Commission (NHRC) has recommended legal and administrative action against former Prime Minister Sushila Karki and 49 other individuals, including Gen Z activists and Rastriya Swatantra Party members, for their alleged roles in the September 8-9, 2025 unrest. The commission concluded that the right to life was violated during these incidents and urged the government to initiate proceedings.
