Government Drafts 'Sunset Law' to Expedite Major Infrastructure Projects

The Nepali government is finalizing a "Sunset Law" to remove legal and bureaucratic obstacles delaying large infrastructure projects. The proposed "Development Project Management and Implementation Facilitation Act" aims to temporarily suspend or relax provisions related to forests, land acquisition, environmental clearance, and procurement for a decade to accelerate development. The legislation is expected to be submitted to the Prime Minister's Office soon.

  • The law is intended to speed up the construction of various infrastructure, including hydropower plants, transmission lines, roads, cable cars, industrial zones, and tourism facilities.
  • A seven-member committee led by National Planning Commission expert member Arjunjung Thapa has been refining the proposal, which is being condensed into a six-to-eight-page framework.
  • The legislation would identify specific legal provisions hindering development and determine whether they should be amended, overridden, or temporarily deactivated.
  • The Prime Minister's Office had previously sent a 36-page draft of the law to the National Planning Commission on April 27.
