Government's 30,000 MW Hydropower Goal Faces Legal Hurdles, IPPAN Proposes 'Sunset Law'

The government's goal of generating 30,000 megawatts of electricity in 10 years faces significant administrative and legal obstacles, according to the Independent Power Producers' Association, Nepal (IPPAN). IPPAN proposes a 'Sunset Law' to temporarily suspend obstructive laws related to forests, environment, and land reform to accelerate development. They argue that current laws, particularly the Forest Act, create major hindrances, causing project delays. IPPAN also emphasizes the need for amendments to securities and company acts to mobilize the estimated 75-80 trillion rupees required for the target.
