Cost of infrastructure building high in hilly and mountainous regions

The Economic Survey, 2025/26 indicates that declining rural populations and rising urban populations are increasing the per-person cost of infrastructure and service delivery in hilly and mountainous regions. The Tarai/Madhes region faces pressure to invest in mega infrastructures due to high population density, while overall, 99.1 percent of the population has access to electricity.
