NHRC Recommends Investigations into Officials and Lawmakers Over Gen Z Protests

The National Human Rights Commission (NHRC) has released a report recommending investigations into former Prime Minister KP Sharma Oli, former ministers Ramesh Lekhak and Prithvi Subba Gurung, and 15 Rastriya Swatantra Party (RSP) lawmakers for alleged human rights violations during the Gen Z protests on September 8-9, 2025. The commission also called for departmental action against senior security officials and further inquiries into other individuals involved in the events.

  • The NHRC report suggests that while Oli, Lekhak, and Gurung were found responsible, existing laws do not allow for their punishment, recommending the formulation of retrospective legislation.
  • The commission recommended a 'micro-level investigation' into 15 RSP lawmakers based on their public statements, social media activity, and media reports.
  • Departmental action has been recommended against Inspector General of Police Dan Bahadur Karki, APF chief Narayan Prasad Paudel, and other security officials who were deployed during the protests.
  • The NHRC also recommended investigations into former Prime Minister Sushila Karki and Gauri Bahadur Karki, chair of a judicial inquiry commission.
  • The report noted that the identities and directives of a group identified as 'TOB' who allegedly escalated the protest violence remain unclear.
