The commission identified former Prime Minister KP Sharma Oli, former Home Minister Ramesh Lekhak, and former IT Minister Prithvi Subba Gurung as responsible. The report also flagged the release of detainees from Nakkhu Prison, recommending an investigation into Rabi Lamichhane's role, which could be a criminal offense.
