The National Human Rights Commission's investigation report indicates that a group identified as “TOB,” allegedly led by Hami Nepal Chair Sudan Gurung, incited violence during the Gen-Z movement protests on September 8 and 9, 2025. The commission stated that this group turned peaceful demonstrations violent, using students as shields, hurling stones, and attempting attacks and arson targeting the Parliament building, resulting in property damage and injuries.
